President Mills’ first reshuffle of his governing team took too long in coming. Now it has come and it’s left many people scratching their heads – or other parts of the anatomy below the waistline. What is the president thinking?
Having been criticized for fielding a second-string team, the president must been feeling some pressure to bring in some more brainy and experienced heavy-weights. And who does he bring in?
E. T. Mensah – reputed to be a former barber of Jerry John Rawlings – is being moved from parliament, where he is majority chief whip, to the ministry of employment. Mr. Mensah is a loyal party man and his appointment is a shrewd political move – not a pragmatic, well-thought out decision to create jobs and ensure contentment on the labour front.
First, E. T. Mensah is a Rawlings-loyalist (what do you expect, he used to cut his hair) and so his appointment will satisfy Rawlings who has been breathing down the neck of the President, demanding the appointment of some of his men.
Secondly, E. T. Mensah will have to come up with creative ways to create the illusion that jobs are being created – especially for disillusioned party supporters who have been complaining that they’ve been neglected. His abrasive character will also come in quite handy whenever there is labour unrest – and there could be a lot of that in the coming months as government tries to get the ‘single spine’ pay structure in shape.
The appointment of majority leader, Alban Bagbin, as Works and Housing Minister is also a shrewd move to placate Rawlings and silence Bagbin who has also been quite strident in his criticism of the Mills style of leadership. It’s very unfortunate (ahem!) that Bagbin will accept this job when he’s built so much clout and garnered a lot of experience as a lawmaker. It’s even hypocritical for someone who has been speaking over the years about the need to ensure the independence of the legislative assembly, suddenly make a u-turn to take up a job in the executive. But it’s understandable hypocrisy.
Bagbin wanted a ministerial job and he was unhappy with the decision to scrap the Ministry of Parliamentary Affairs. Now the president has given him more than he desired and that should make him happy. President Mills can now sleep with both eyes closed, without the fear of a majority leader scuttling his legislative agenda.
There is also a lot of money at the Works and Housing ministry and since Bagbin knows (and cares) so much about how the party is run, he will be tasked with the responsibility of making sure there is a steady stream of funds from the ministry to the party’s coffers. I hear the kickback percentage has increased recently from 10 to about 15 percent. Make no mistake about it. Bagbin has not been appointed to ensure an efficient delivery of water to Ghanaian home. He’s just coming in to serve the interests of his party.
The most striking part of the ministerial shuffle for me, though, is the decision to move Zita Okaikoi from information to the tourism ministry. Zita didn’t do much at information. She’s the most reticent information minister I’ve seen in my short life. The first time she tried to defend government policy, it was a disaster and immediately thereafter she was instructed never to open her mouth to speak publicly without authorization and coaching.
She will go down in history as the only information who could never hold her own to defend any serious government policy. Of course, she could explain the agenda of Obama’s visit and take pictures of the visit of the superstar president for her journal (which we are yet to see) but she never was able to stand up to explain economic policy or something as banal as why the president is reluctant to move into the presidential palace.
She should never have been information minister. In fact, she shouldn’t have been a minister at all. But the president must know more about her than most Ghanaians do. That should explain why she’s still a member of government.
I am guessing that Zita’s background as a bar owner influenced the decision to send her to the tourism ministry. She must know a thing or two about tourist establishments and maybe, by the time she’s moved out of government (hopefully) or moved to another ministry (more likely), she would have found creative ways to stop people from defecating around the Cape Coast and Elmina Castles. Plus, Zita is so damn pretty. Her good looks on any poster will help boost tourist numbers to the Buebeng Fiema Monkey Sanctuary. But don’t expect her to come up with any serious policies to make tourism our number one export earner.
The man replacing Zita at the information ministry, John Tia, will surely do a much better job than she did – even with half of his brain switched off. That would mean less work for the likes of Okudzeto-Ablakwa and Agyenim Boateng, giving them more time to focus on their schooling. Ain’t that swell?
If Zita’s relocation to tourism doesn’t make sense, the president’s decision to shut down the office of the presidential spokesman should. It means that the information minister will be the president’s principal spokesman. That’s good. It should mark the end of the era of the duplicity in the functions of the information minister and the erstwhile presidential spokesman. Hopefully, we’d be spared the embarrassment and confusion of governmental doublespeak.
The decision to move Cletus Avoka from the Interior Ministry is also a very wise one. Avoka, no doubt, is ‘Team A’ material. He’s got a fine brain, he works hard and he means well. But his appointment as Interior Minister was a mistake, especially with one faction in the Bawku dispute accusing him of siding with the other. Yet the president stubbornly stuck with him, wasting a precious year that could have been used to take vital steps towards ending the conflict in Bawku and saving a few precious lives.
With Avoka’s reassignment to another ministry, the new interior minister, Martin Hamidu – who would have been vice president if Mills had won the election in 2000 – should be able to take Bawku towards peace. Martin Hamidu is also an experienced man and he must bring some ‘Team A’ qualities to President Mills’ squad.
Akua Sena Dansua is going to be our first female sports minister and it’s impressive that the president will want to take a risk with her in such a high profile position. She’s a smart woman and she will not need two deputies to help her do the job. She’s been sent there to halt the ‘chop-chop’ at that ministry. Women ‘chop’ less, you know and I am very certain that Auntie Akua will not spend our monies on ‘chinchinga’. She will definitely not travel abroad with a male companion, confusing the president and making it difficult for him to know the difference between “corruption” and “indiscretion”. If, she however decides to travel to South Africa, for example, with a male companion, I hope I will be that companion.
All in all, President Mills’ first reshuffle seems like a capitulation to me. It’s all aimed at pleasing a few individuals and serving the interests of the NDC. I see very little national interest in this reshuffle because it’s not far-reaching enough. Zita must have been kicked out of government – along with the likes of Juliana Azumah-Mensah, who is now moving to Women’s and Children’s Affairs. That Ashanti Regional minister should also be kicked out of office.
The president could also have done more to reduce the size of the government, which is still too big for a developing country. Do we need all those deputy ministers? I don’t think so. Hopefully, this is just the beginning and at the end of it all, we’d have a stronger team which will take us places.

For me Zita should have been kicked out long ago and Kofi Poki should have been booted. Now that Prof. have bring in the team A lets wait and see. We should never create a precedent in this country where whether or not one gets an appointment has anything to do with where he comes from and what is going among his kingsmen.Its wrong and I hope whiles the constitutional review is going on we will enact this as part of the laws.
Also I believe the current rancor about Akua the Sport ministry is very childish and a sad reflection of where we are as a people.The person whom gets the job simply because they can do it period!Gender is irrelevant! I have being and will always be against affirmative action!
Bagbin clearly just like his president is suffering from suffering situational Amnesia! I remember Bagbin making a very good attempt in the past when the Ministry of Parliamentary affairs was created by Kuffor that it sort to undermine parliament,he went on to state which I agreed with him at the time that we should cultivate the habit of keeping some members of parliament on simply to keep a nice decorum and keep the wheels of government running.The American had in Ted Kennedy (whose book am now reading).When the wheels turn and the table moved the view is always different!
I was growing very found of Rashid Pelpou,it takes special skills to always talk and say nothing.He aside the Vice president are the two people whom always manage to do that.Did he get the boot because he took Kwesi Pratt to South Africa, to study how Ghanaian fans should behave during the World Cup although we have an economic and social attache in the Ghana Mission in South Africa?
For the life of me I do not know why Mills kept some people at post,Ashanti/Western/Greater Accra and Central Regional ministers at post.
President Mills we implore you to wake up and do some of the things you promised if not all.This weak weak team we have can not deliver on the things we need. Your legacy should not be one of pleasing the lowest common denominator, it should rather be a new Ghana, where we can guarantee the life of many of whom are poor rather than saving the very few whom are rich.
A new Ghana where the right laws are passed so our children can go to school and not be assaulted by the care takers, a new Ghana where we can truly live free or armed robbery a new Ghana where we do not have to wait for the dimwit, story telling, coup making flight lieutenant to tell us what to do all the time

i'm not sure about your view about Bagbin. was Bagbin not the same person who kicked against the re-introduction of the ministry of parliamentary affairs when the opposition was calling for it??????????? i don't remember Bagbin saying anywhere that he wanted that ministry. or is he a member of your 'inner-sanctum'??????????????????? (so that you are privy to some 'sanctum-info' that some of us are not privy too)
on the whole i believe this reshuffle does not give any clear-cut impression (if anything, the president is rather 'DRIBBLING' us all). because some who should be SACKED have been 'relocated' or maintained- Zita, Azumah, Ashanti regional minister! and some who needn't be moved too have been- Rashid Pelpuo.
if the president thinks by removing the office of spokesperson (which i'm glad has been done) would automatically stop govt 'double speaking' then he has some bad zombie thought there. the key is to give the right direction to capable persons and to 'whip' them in line whenever they mess up. Zita was horrible and Ayariga and Koku were terrible. I'm sure if we had Hannah Tetteh, Fridz Baffour and Haruna in those positions we wouldn't have had such nonsensical 'double speaking'.

OMG! So when will Presidents like Atta Mills learn that the tax payers money can no longer be spent on trial & error, jobs for the boyish, lousy and frivolous ministerial appointments. Ato, I have respected our President for sometime now at least for his feigned sobriety and God fearing outlook, but with the retention of young, incompetent and roundhole-squarepegged, but only pretty (that not in contest), Zita in her ministerial team, I am beginning to sense something fishy somewhere.
Somebody should help me solve this puzzle of still doling out a very economic potential portfolio like the Tourism Ministry to a glaringly unqualified and incompetent Zita, the appraisal of whose performance as an Information Minister can be easily done by my four year old son who has an unusual penchant for listening to the News on TV and knows the names of almost all News Readers on the various TV stations.
My goodness, so what at all is this pretty girl using to bulldoze her way through Atta Mills' ministerial team with her reward of doles of very important portfolios. I am wondering whether we really have the men in our party.
Can Zita give me the clue to her seeming grace from God. At least I also have a very very pretty younger sister who can adopt her tactics to end the financial hardships in our family by securing some juicy ministerial appointment in the next government. Oh Oman Ghana!

i agree that the president needs a reshuffle on some of his actions but not the uselessness you propose.
we all mix-up words once in a while. and it's not a big deal if Mills' fumbling is classic. what is important is that we get some sensible decisions to help us in the end.
if the president says ecomini (fumbles) but makes sure that our economy (as it were) improves and our limited resources are not wasted on frivolities like a presidential palace then i'd be fine.

now, on the issue of Rawlings being pleased too, it's neither here nor there!!! i think there's only confusion there. it is not different from the foolish assertions that Rawlings was asked to lead govt delegations abroad so as to please him. these are just foolish assertions and we must cut the crap!!!
Rawlings is nothing much more than an opinion leader with appreciable influence in this country. he has no executive power!!! not even in his party (where he has a foolish-crown as 'founder')!!!
what Rawlings has complained about mainly are 'unknown' people and 'greedy-bastards' who have found their way into the Mill's led govt. and he has called for the removal of these people. on the other hand, apart from Betty Mould who the Rawlingses campaigned for to be running-mate b4 Mills bcame prez, Rawlings has not openly called for any particular person to be put in this govt.
ET Mensah may not have the record of openly stating his disagreement with Rawlings. but during the Kufuor govt, when Rawlings openly criticized the then NDC minority in parliament and called them names it was Gbagbin and a few others who openly opposed Rawlings.
i'm convinced (just as i was convinced that commentators on www.atokd.com confused their dislike for the views of a particular 'Guest Blogger' for the whole idea of 'guest blogging' as you introduced --and i've been proved right and your 'inner-sanctum' proved wrong by existing evidence!--- that all the talk about pleasing Rawlings is just a foolish confusion!!!

E.T. Mensah is just a thief. Ask anyone who worked at Asare Original Pay All and how E.T. Mensah collected cartons full of money at Abeka into the back of his 4-Wheel Drive every week. These were monies which were to help in nation building so we do not go the the IMF and the World Bank. I know that the banker to banker operators are coming back soon. Oh! what kind of a nation and yet we say we have journalists!!!

Hahahahaha... I can’t agree with you more Ato. I really dont see any value added by this reshuffle. The ministerial roles giving to Majority leader and Chief Whip makes absolutely no sense. And this for sure, does not serve "national interest." I called it “the most unimpressive reshuffle ever”. My expectations from Mills have never been high anyway, so he can hardly disappointment when it comes to performance.
I do think though that you are obsessed with mis-judging Zita. You hav predicted from the beginning that she wld be a failure. and of course you and your anti-Zita crowd have done everything to make sure your doom prophesy is fulfilled by undermining everything she says or does. There are a lot of a lot fo male Ministers in the govt- nobody knows what they are doing, because nobody cares. I just feel that we are holding the female ministers to a different standard. And that is why i take exception to you calling Akua Danso's move to the youth and sports ministry as a "risk". Yaw Ampofo made sexists comment cautioning the new Minister not to sleep on the new job. We really have to move away from this kind of mentality, that its only men who can and should serve certain leadership position.
Keep up the good work Ato. We all do have room for improvement including the Mill’s administration.

I belive women should be given the chance, but as a woman I advocate for smart women who can inspire.Putting mediocrewomen like Zita and Juliana in government creates the impression that we don't ahve qualified women but we just need some people to be there just for representation.
Tourisim is/almost our 3rd highest exchange earner, and we need someone who is smart to manage it with creativity and tact and what do we get someone who couldn't even communicate to her own countrymen how do we expect her to communicate to the whole world about our nation, good enough to get them flying here.
this second year , personally I expect a lot from all the female ministers. they need to prove that women are competent and not just mere representatives.
but for now, there very little to write home about this "new" team. I hope they prove all of us wrong.

For me I stop seeing these policians as agents to solve problems or attend to the welfare needs of this country a very long time ago so nothing they do surprise me any more. In fact I will be very very surprised if they start solving the problems about kenkey and fish, water and health for you and I.
But come to think of it what is it that is in Minister Zita Okaikoi that it is only the president can see? The woman shouldn't have been nominated in the first place. But she was nominated and she actually passed parliamentary veting and became minister. What role does the paliarmentary veting serve anyway? Ato do you know?
